You must first complete Steps to Acceptance before Runt will offer this quest.

Speak to Runt at -1373,-534,-2146 within the Othmir Fishing Village in Great Divide.

Kill 4 glacier eels. To get them to spawn, click on glacier eel tunnels on the ice north of the fishing village. They look like little icy mounds. Not every tunnel will have an eel. Some locations:
