This quest is initiated by examining the scroll of the same name. The scroll is dropped rarely on mobs in the low teens in Commonlands (Rhinoceras Calves confirmed)

You are charged to kill the following mobs in the Wailing Caves ( 192.22, -44.12, -100.29 ):

12 Lurid Shadowlurkers

Once these tasks have been completed you must visit Taskmaster's Assistant Koz'Ma at the Crossroads in Commonlands to collect the bounty.
