Examine the dusty blue stone to get the Dusty Blue Stone quest.

Speak to Gruffin Goldtooth in Elddar Grove at 750, -16, -289 (updated for GU64)
Mine 40 Sunswept Stones from wind swept stones in Thundering Steppes
Talk to Gruffin to progress the quest
Talk to Aristide Calais in the mage tower (use the red portal) in South Qeynos and pickup some enchanted steel to deliver to Olden Highguard
Talk to Olden Highguard in Thundering Steppes at Thundermist Village , deliver the enchanted steel, to progress the quest
Talk to Aristide Calais South Qeynos mage tower (use the red portal) to progress the quest
Talk to Toranim Skyblade in the Temple of Life in North Qeynos
Kill 26 undead in Stormhold to progress the quest
Talk to Toranim Skyblade, completing this quest. At that point you will be given your choice of rewards if you are a class that does not wish to use Ghoulbane.
