Jubilation Merchant purchase error

The screenshot is a little blurry, so I could be wrong, but it looks like you were trying to purchase the Gilded Jewelry Box for 1 Mithril. I just tested that specific item from the vendor in Freeport without trouble.
Do you have the same issue no matter what you are trying to buy, or is it only on a very specific item?

I am not able to reproduce this. While on a live server, when I have enough Mithril Jubilation Metal the transaction goes through, as normal. When I do not, it offers the purchase Mithril option.
Perhaps try zoning or logging off and back on again?
