Walkthrough

Run along Compassion Road in North Freeport (along the coast, starts at Beggar's Court gate) looking for dissenting citizens. Hail them
- Kill 8 citizens: tell em to "Follow me..." starts a fight (your level, one down)
- Escort 4 citizens to Beggar's Court gate : tell em to "Don't worry..." turns the citizen docile and it follows you
Speak to Tullia Domna
- If you insist she goes with you, you will be instantly killed by Hodga Blackblood, standing next to her. If you go the crazy-but-harmless route your quest still updates
Speak to Saveth Noolright at The Amphitheater of Kelkarn . Kill him (even con)
Speak to Lerenth at the Militia House
