I have struck a bargain with the Windgazer high guardsman, Mavaerick. If I go into the Nest of the Great Egg and perform some tasks for him, he will tell me where the Voice of the Palace comes from.
I've helped out Mavaerick with the Nest of the Great Egg troubles. He mentioned that if I head into the Palace of the Awakened, I should look for a magical book in the foyer.
