This quest is given by Ferink in the Commonlands after you complete the Can't We All Just get Along quest.

You must speak with Jojo Karanja at Seafarer's Roost in East Freeport -260, -55, 7 . Then speak with Riki in the Commonlands (at the Ratonga Village near Ferink).

After this return to Ferink for your reward and to open up the A Hard Man to Please quest.
