Steps

Find Fluwkowir Haggleton:
- Go to the docks and Fluwkowir will spawn about midway down the ramp. Loc (1,027, 0, -376) in Oakmyst Forest.
- Hail him. He attacks you. You know what to do.
You receive Fluwkowir's Satchel with a note written in Lucanic and the money Jorn was looking for.
Talk to Jorn.
Talk to Lieutenant Charlin.
