This is one of several quests given by Mashara Tiogran (evil) or Tarin Varinblade (good) in the Feerrott. It is given after you complete the Feerrott Who's Who (Good) or Test Subjects (Evil) quest.
This quest asks you to collect the essence of a raised specter in the Cove. This instanced zone is accessed from the same location as the Trembling Lagoon in the Feerrott for good players and at a rock near the jboots NPC for evil characters.
Once inside you must kill the Spectre of the Feerrott. He spawns through a ring event that is intiated by clearing all of the skeletons that are worshipping at the Altar. Eventually the Spectre of the Feerrott will spawn. Kill him.
After doing this return to Mashara or Tarin for your reward.
