Steps

Speak to Merchant Edmond at the Crossroads
Speak to V'tal Narin at the Crossroads
Complete the sub-quest, Narin Heirloom
After completing Narin Heirloom, speak to Merchant Edmond at The Crossroads
Return to Inquisitor Irizan.
