After speaking with Talas Farin in the Qeynos Capitol District, it appears this Rashlas has some qualms with Freeblood, for what we still do not know. Talas has given me a name, Stara Vincent, who may know more.
After another run in with Rashlas, I discovered that he can somehow control Freebloods after further turning them into a blood-crazed state, thus using them to create turmoil in Qeynos with the intent to overthrow the city's current leadership. He is working for someone within the Circle of Ten, but who?
Talas Farin has suggested I speak with Stara Vincent, whom I should find at the Concordium here in the Qeynos Capitol District. She may have more information on Rashlas's involvement in Nettleville, and why the Freeblood are being imprisoned there.

Stara Vincent's life was taken by Rashlas in a secluded area of Qeynos. He was, however, kind enough to divulge some of his, or rather, the Circle of Ten's plans to incite chaos among the masses to demand a change in leadership, or, at the very least, to rid the city of Freeblood altogether.
Rashlas most likely believes me dead. He, or whoever he's working for, is using Freebloods, crazed with bloodlust, to incite chaos in the city. I should probably bring this information to Talas Farin in the Qeynos Capitol District.
