Walkthrough

Speak to Ashe Boderra on the docks in Enchanted Lands, to receive a book titled The Tragic Tale of Slezaf.
Speak to Edmund Slezaf on the docks in The Thundering Steppes and give him 5 Platinum in exchange for Slezaf's Broken Lute.
Examine the Lute.
Speak to Freesia Ticklewing in Kelethin, to receive The Flute of a Thousand Colors.
Equip the flute and use it from your charm slot to complete the quest and receive the First Magic Lyric, Then inspect the Lyric to receive next step.

This quest is part of the Dirge Epic Weapon Timeline, and can only be started/completed by a member of that class of at least Level 80.
