This quest is initiated by examining a skeletal cadaver on the ground in the Siege Lands (-1337.53, , -236.14). It is near the south edge of that area. If you don't know where the Siegelands are, then you should just follow the wall to the right as you exit Freeport. It is the area with all of the Ghostly Orcs.
Examining the skeletal cadaver results in a coin. Examine this coin to initiate the quest.
You must kill 20 Bloodskull Pawns in the Commonlands. The reward is coin and experience.
