This is one of the three Teleportation quests for Wizards and Warlocks. It's initiated by examining a scroll on the ground right next to the spires in the Commonlands (6.25,-45.74,-410.29). Once you have examined it, return to the Mage tower in your respective city and talk to the "Teleport Trainer" to complete the quest and gain the ability to Translocate groups and single targets. The Teleport Trainer also sells "Planar Symbols" which are used as fuel for the Translocation process.
