Thanks to Druzzil Ro, we now know the elemental storms raging across Norrath are a symptom of the Planes of Order having been destabilized, but we don't know the cause of their destabilization. Maelin Starpyre is hopeful that a spell of his might help us!
Maelin's spell confirmed Druzzil Ro's suspicion, the Planes of Order are no longer in balance. Maelin believes they are being threatened by disorder, as there are aspects of each element within the other three Planes of Order!
Maelin Starpyre's spell requires a few components from around Myrist, The Great Library.
Fetch a vial of hypostatic oil in the Smiths' Gallery or the Crafters' Gallery
Gather the Runes of Obeisance from the South Wing Catalog and Grand Librarian's Office
I've acquired the components for Maelin Starpyre's spell from around Myrist.
I should return to Maelin Starpyre, within the Main Stacks of Myrist, The Great Library.
Speak with Maelin, now near the Mural of the Planes
Maelin explained the mural inlaid in the floor of the Main Stacks represents the four Planes of Order and the four Planes of Chaos, each a product of the Planes of Order pushing against one another.
Maelin requires my help within the Main Stacks of Myrist, for the Obeisance of the Plane spell. I am to place a rune on each wedge of the Mural of the Planes, except Fire.

Place a rune on the mural symbol for the Plane of Earth
Place a rune on the mural symbol for the Plane of Mud

The Obeisance of the Plane spell must have worked, there's different arcane flames above each of the planes in the mural.
