Speak to one of the poor beggars at Outcasts' Ledge or at the top of the stairs .
- You may have to kill the beggars a few times before one of them will become hailable. Even the female ones at the loc's above are not always quest update versions of the beggars. There are also poor beggars sporadically through out the zone which may update your quest as well. There are a couple right next to the zone in, for example.
