I finally located Douglan Wakerunner, captain of The Swimming Oak, outside the northern end of Kamapor, the centaur village located in Svarni Expanse. He has no time to talk though, as he is helping to defend the village from some savage crocodiles!
Captain Wakerunner was quite pleased with my expert assistance removing the savage crocodile threats from Kamapor village.
If I ever want to speak with Captain Wakerunner I'll have to help him fight the savage crocodiles attacking the northern end of Kamapor.
