Must have completed the quest Improving Relations with the Locals.
Prerequisite: Lvl 50+ Jeweler

Steps

Speak to Kun Augren.
Speak to Kim Nurwin.
Speak to Choo Nurwin.
Speak to Ping Ventur.
Speak to Ghil Ventur in Antonica , near the Coldwind Point Lighthouse.
Speak to Xin-xu Augren.
Return to Kun Augren for your reward.
