This quest is initiated by examining a Clipped Owlbear Feather that drops from owlbears in Nektulos Forest.
Once you have the feather you must acquire 8 more feathers. These automatically update in your journal.
You are told that the symbol from the feather matches the tear of the waterfall, and that you should go there and talk to someone who might help you. This NPC is a daytime spawn at Timber Falls, on the east side. His name is Dannian Blackleaf and he can be found at 426,26,-1510 . He is not always up, so you may need to wait.
