Speak to Quentin at 4404, -821, 415 after completing A Lethal Contingency and Yeppa's Quests.

Speak to Field Marshal Vishra, who is on the other side of the table at 4407, -821, 425 .

REWARD: The Hand of the Maker, coin, and unlocks the Scarstone World Bell.
