Steps

Kill 25 Tallon grunts.
Gather 5 Black Saps from vestigal roots in the zone. Although you may get several items per harvest, you will need to harvest 5 separate times to get the quest updates.
Visit the Mythical Forest . This is the next valley east of Refuge.
