Steps

Talk to Researcher Tahar in Quel'ule , which means travelling deep into The Stonebrunt Highlands.

There are two ways to get to the Highlands.

You can either head to Spire Island and use the Spire...

Or travel to the Toxxulia Forest Station and hail the Temporal pathfinder and select The Stonebrunt Highlands. After zoning, hail the a Temporal pathfinder standing next to you and select Quel'ule. Or hail a Temporal guide and select Moonfield Hamlet where you will finally hail a Temporal guide and select Quel'ule.
