Steps

Kill 25 water elementals. Frigid turbulences, frigid currents and the Tidal Flux in Icegill Lagoon all update. They are all found underwater beneath the location of the Icegill Goblins listed below. There are also a bunch of them at
Kill 40 Icegill Goblins.
Kill 20 glacial constructs.
