I found the wounded Captain Val'kirr, who told me that he and his troops were attacked by an exceptionally large stormwing. He warned me that this individual was much stronger than the other stormwings, and I would need to be vigilant when confronting her. I will need to draw her out by killing the whelps, then challenge her.
I was able to defeat Torrentia, a stormwing matriarch. I found a strange medallion around her neck, which Captain Val'kirr said was a medallion of the dragon Vyskudra. He advised that I take it to Emissary Ta'lur, and show him what I had found.
I must draw out the stormwing matriarch, and destroy her.
