Starting the Quest

The "a random Scorched Sky fiery elemental" can be found in

Butcherblock Mountains
zones with Scorched Sky elementals

Steps

Examine Shattered Brimfire Tablet dropped by Scorched Sky event fire elementals' reward chest (uncommon drop)
Kill more event elementals for 3 more brimfire tablet pieces. (also uncommon drops)
Speak to one of the following NPCs randomly selected by your quest:

Yamdalin Grumblebrow at in Butcherblock Mountains (next to the Lesser Faydark griffon tower).
Jahinda Tojosoa at in Sinking Sands (at Camp D'Sas)
Dirvond Chaeydark at in Pillars of Flame just inside the zone entrance to the Swiftrider's Caravan.
