Walkthrough

In Qeynos Harbor, travel to the gate leading to Graystone Yard and zone in.
Stealthily track a A Supply Thief, using stealth as you follow him back to his stash of loot.
Hail the thief, then defeat him. (There's also a fight-free option to let him off the hook as long as he promises never to do it again.). Do not hail him before he leads you to his stash. If you do that, then the thief says "Haha. You'll never catch me", and he escapes.
Collect the stolen goods by clicking the three treasure chests in the area behind where you battled the thief.
Return to Qeynos Harbor and return the supplies to the dock workers who are easily spotted in the Shipyards.
Return to Master Rysian Gladewalker.
