Steps

Speak to Met Sleeth on the south side of Champion's Coliseum
- If you accept his gift (An ornate globe of Norrath), hail him again
Speak to Jan MacGetz near the Commonlands gate ; kill her (even con)
Speak to Serris

Conclusion

"I was able to "Convince" Jan MacGetz and Met Sleeth to give me their ledgers. New the Freeport Militia will be able to find out who they've been supplying with weapons." --Everquest II Journal
