I have met with Murrar Shar, the Emissary of Queen Antonia Bayle. He has said that as strong as Qeynos is, it is a city that needs heroes. He has asked that I speak with a few of the citizens around Qeynos, and get a feel for the overall sentiment of the city.
I found that Qeynos is a city facing many troubles. The Queen is doing all she can to help protect the citizens through the crises they face, but Murrar says that she can always use help from those who believe as she does - that Qeynos is a place for those who seek to do good in Norrath. I should seek out Harkam Nubbytoe near the Baubbleshire to see if I can lend a hand.
