Must be Aerakyn: part 3 of the 3-part Aerakyn racial questline (evil version)

Steps

Speak to Llaros inside the Freeport Block & Tackle in South Freeport . The dialogue choices allow you to treat him as the assassin or innocent:
- If Llaros is the assassin, he will attack you. Solo, scales to your level.
- If Llaros is innocent, he will vanish
Speak to Plex in West Freeport
