Walkthrough

Kill Emperor D'Vinn and examine The Tools of Vhalen that drop in his chest. If D'Vinn is a grey con, he does not drop the item.
Go to The Bells of Vhalen in Antonica and play the bell.
Speak with a vision of Vhalen. He sings you an epic poem, and gives you a scroll with the copy of the text, Knights in the Round.

Collect 50 (yes, 50) statuettes of the Knights of Marr scattered across Norrath.

Place the statuettes on a fractured stone slab in The Ruins of Val`marr in the The Commonlands.
Speak with a vision of Sir Vallius Bayle.
